Developing circular economy and advocating green packaging Abstract: This paper analyzes the current development situation and existing problems of the paper packaging industry from the aspects of resources, environmental protection and industrial technology level, and focuses on the ideas and practices of Shengda Group on developing circular economy and advocating green packaging. Shengda Group mainly extends the industrial chain upward, realizes industrial integration, vigorously implements circular economy in the production process, promotes the healthy development of the industry, and continues to develop towards low energy consumption and high quality in technology research and development, so as to finally realize circular economy and green packaging

I. Development Overview and problems of the paper packaging industry

due to its good environmental protection performance, paper packaging is widely used in food, chemical industry, medicine, building materials, household appliances and other industries. It is an industry with the largest output proportion in China's packaging industry, a great industry, and a sunrise industry. After more than 20 years of reform and opening up, China's paper packaging industry has developed rapidly through unremitting technological progress. Paper packaging products account for nearly 30% of the total output value of the entire packaging industry, and have become the largest major packaging industry. The consumption of packaging paper and paperboard in China accounts for more than 50% of the total products of the paper industry. China's paper consumption accounts for 14% of the global total, ranking second only to the United States in the world. for a long time, the development of wood pulp in China has been slow. At the same time, the development of forestry and paper industry are divorced from each other, and the paper industry lacks strong forestry support. From the perspective of market space, China still has a lot of room for development in the demand for paper products. The annual per capita consumption of household paper in the world is 52 kg, while China currently has only 29 kg, which has not yet reached the world average level, only 1/10 of that of the United States. If China's per capita consumption reaches the world average, its total consumption will increase by another 30million tons. Such a huge market potential is unmatched by any other country. According to the demand analysis of non household paper and paperboard by relevant departments such as, publishing, printing and packaging, the total consumption of paper and paperboard will reach 50million tons by 2005, an annual increase of 6.8% over 2000, and the per capita consumption will reach 38 kg. Such a rapid growth rate must be based on good resources, but at present, China's forest resources are seriously lacking. At the same time, the natural forest protection project has been launched, and the domestic wood pulp supply has been reduced, which has been unable to meet the rapid growth of paper products. At present, more than 90% of domestic paper-making enterprises rely on imported OCC and waste paper. In 2004, China imported 7.3179 million tons of pulp, an increase of 21.28% year-on-year; About 12million tons of waste paper were imported, with a year-on-year increase of 37.5%;. China imports wood pulp, paper, paperboard and waste paper with a remittance of about US $8billion every year. It can be seen that the shortage of resources in China has greatly affected the benefits of the paper products industry and limited the rapid development of enterprises to a certain extent

2. Environmental protection problems are prominent and capital investment is insufficient

in recent years, with the continuous development and progress of society, people pay more and more attention to environmental protection issues. Many enterprises are limited in the development process because of environmental protection issues, especially the upstream paper industry closely related to the paper packaging industry. The cost of pollution control in small-scale paper mills is very high. To solve the problem of wastewater pollution requires a lot of capital investment, often millions or even tens of millions of yuan, which brings great economic pressure to enterprises. Some enterprises have to stop production for environmental reasons. At the same time, the water pollution caused by paper-making enterprises has also brought great economic losses to the country and the government. The national investment in water pollution control is not a small number every year. The wastewater discharge of papermaking and paper products industry at and above the county level accounts for about 10.8% of the total national discharge, and the scalar discharge of wastewater accounts for only 14% of the papermaking wastewater discharge, second only to the chemical industry and metallurgical industry. Therefore, the development of the paper packaging industry has been greatly hampered by environmental protection issues. 3. The overall technical level is low, and the investment in scientific research is not large, resulting in low-level vicious competition

at present, there are many papermaking and paper packaging enterprises, but the technical level is uneven. Small scale enterprises still account for a large proportion in the industry, and the overall technical level is low. There are about 6000 pulp, paper and paper products enterprises in the whole industry, but the proportion of small and medium-sized enterprises is relatively large, and the average monthly output value of the whole industry is less than 4million yuan. Most of China's paper-making enterprises mainly produce ordinary low-grade paper, the production capacity of medium and high-grade paper is seriously insufficient, and special paper and art paper mainly rely on imports. Generally, small-scale enterprises have obsolete equipment, low technical level and low energy consumption. The comprehensive energy consumption of domestic enterprises per ton of paper and paperboard is twice the world average level. The technical level of industrial workers in the paper products industry also needs to be further improved. The production equipment currently used by many small enterprises are old equipment eliminated by some large and medium-sized enterprises. Some production equipment of the 1970s is still visible in some small enterprises, and they are also at a very low level in production technology and environmental protection technology. Some small paper packaging enterprises use small low-speed production equipment, lack core technology, and lack scientific research investment. Many enterprises are in a low-level competition, only competing with their competitors in price, without seeking product quality and product grade, Cause low-level vicious competition. In participating in the international market competition, the competitiveness of such enterprises is very low, which is also very detrimental to the improvement of the technical level of the whole industry. In short, the core competitiveness of the papermaking and paper packaging industry in China is poor due to equipment, the technical level of industrial workers, R & D investment and other reasons

More importantly, through the realization of industrial integration, we have laid a solid foundation for the development of circular economy and the overall planning of green packaging for our group. Wetland is known as the kidney of the earth and is a precious resource under the key protection of the United Nations environmental protection organization. Reed is a perennial rhizomatous gramineous plant, which likes water and is a salt tolerant and alkali modified plant. It is called wetland forest and has important ecological and economic value. Every hectare of reed planting can absorb about 30 tons of carbon dioxide (equivalent to the emission of a heavy truck traveling 150000 kilometers) and release the corresponding oxygen. A hectare of reed can build an ecological house, which has a good protective effect on the beach wetlands, It is also a good raw material for papermaking.
